What Can and Cannot Be Completed Online
Whether a matter can be completed fully online depends on the service, the parties and the authority handling it. Some transactions may require virtual verification or personal appearance. Overseas parties may also need a different route involving foreign notarisation or authentication, UAE diplomatic procedures and Ministry of Foreign Affairs attestation.
Core UAE Legal Framework
The federal starting point is Federal Decree-Law No. 20 of 2022 Regulating the Notary Profession, supported by Cabinet Resolution No. 16 of 2024 on the Executive Regulations and Cabinet Resolution No. 19 of 2024 on fees. The UAE Legislation portal lists the 2024 resolutions as active. The federal framework recognises regulated public and private notarial functions and gives legal significance to electronic signatures and electronic documents notarised in accordance with the legislation.

What Online Notary Means in the UAE
Online notarisation can involve electronic filing, document upload, payment, review, identity and capacity checks, electronic signing or OTP verification, virtual communication and electronic delivery. The official act remains regulated.
Federal Legal Basis for Electronic Documents
Federal Decree-Law No. 20 of 2022 recognises the legal effect of an electronic signature and electronic document notarised in accordance with the notary framework. The UAE Evidence Law also recognises electronic evidence. Digital form does not remove requirements of authority, capacity or legality.
Dubai Smart Electronic Notary

Emirates ID Requirement in Dubai POA Service

Online POA Supporting Documents
Property, corporate, vehicle, trademark and inheritance POAs require different supporting evidence. Uploading a generic identity document is not enough when the power depends on an asset or legal capacity.
Corporate Online Notary Work
Companies should establish signatory authority before filing. Foreign corporate documents may need prior authentication and Arabic legal translation.
Foreign Parties
A person outside the UAE may need an overseas execution and attestation route rather than a domestic online workflow. The country of execution and receiving authority should be checked before signing.
Online Fees
There is no universal "online notary fee." The underlying service determines the official charge. Electronic delivery is a channel, not a separate legal category that overrides the fee schedule.
Avoiding Online Rejection
Use readable documents, matching names and IDs, current corporate evidence, correct translations and complete foreign attestations. Select the correct service rather than trying to force an ineligible document through a convenient channel.
Practical Remote Workflow
Confirm the recipient; finalise wording; establish authority; complete translation/attestation; submit through the competent electronic service; respond to amendments; complete verification and signature; verify the issued document.
Frequently Asked Questions
Which notarial acts can actually be completed online?
Not all of them, and the answer depends on the emirate and the document. Some instruments still require attendance, and some require an appointment even where the application starts online. Establish which category your document falls into before planning around a remote completion.
Do I need an Emirates ID or UAE Pass?
For several of the electronic services, yes — digital identity is how the signatory is verified remotely. That requirement is the usual reason a non-resident cannot complete a service that a resident can, and it should be checked at the outset rather than discovered at the verification step.
Can someone outside the UAE use the online service?
Sometimes, and sometimes not. Where digital identity verification is required, an overseas signatory without it will normally need to execute abroad and bring the document in through the attestation chain instead. That is a different route with a different timeline.
Does an electronically notarised document carry the same weight?
A document notarised through an official electronic channel is a notarised document. What varies is whether the body receiving it accepts an electronic copy or requires an original — a question for the receiving authority, not for the notary.
Why are online applications returned?
Most often for reasons that have nothing to do with the technology: identity details that do not match, a signatory the register does not recognise, wording that does not name the specific act, or supporting documents that are missing or unattested. The online route removes the queue, not the requirements.
Can company documents go through the online route?
Often yes, but corporate authority still has to be demonstrated. The register determines who may sign, and a resolution in the registrar’s expected form is usually needed regardless of whether the submission is electronic.
